Workshop Sings Praises of Rules Against Dish Installation Restrictions
New Federal Communications Commission rules that make it harder for homeowners’ associations to restrict the installation of DBS dishes and off-air antennas are making life easier for dealers, satellite TV retailer Buddy Davis said. The FCC last year passed rules banning homeowners’ associations from seeking prior approval or fees from residents wishing to install dishes on residences, Davis noted. Other restrictions also are prohibited if they cause “undue burden” or “undue expense” for residents, Davis said. Subscribers confronted with installation restrictions that might be prohibited under the new rules should challenge the association to present a declaratory ruling from the FCC specifically approving the restrictions, he said. On several occasions in the past year the FCC has ruled homeowners’ association rules are unreasonable. “I think one dime of added expense is unreasonable under“ the rules, Davis said.

A new Internet site designed to refer dish owners to service, upgrade, and technical sources is being lunched to keep C-band system owners from deactivating their systems. Satellite911.Com, the brainchild of DSI/CSS co-owner Jan Schroeder, already has attracted companies such as HBO Direct, Showtime Networks, NFL Enterprises, Discovery Networks, and The Golf Channel as sponsors. Providing C-band dish owners with the names of qualified service dealers, as well as information on a wide variety of related matters is key to retaining C-band customers in the future, Schroeder said. Satellite911.Com is billing itself as “the industry’s only complete on-line satellite help desk.”
